  • Beautification
Landscape improvements within the Malaga area began with a verge beautification program in 1996. Since then, the enhancement of median strips and verges in the area has continued and seen the installation of entry statement and streetscape improvements over recent years. As part of the continued effort by the City of Swan to enhance the Malaga Commercial Business District Development Area, a staged proposal of public works is prepared for public comment. This proposal will serve to establish a visual identity for Malaga which will play an essential role in promoting and sustaining the commercial area whilst also improving the surrounding properties in the transitional zones between commercial and residential areas.   • Town Planning Scheme Review
The City of Swan is one of the largest and fastest growing municipalities in WA, it is also one of the most diverse. The City covers over 1000 sq kms and accommodates an estimated 87,900 residents. The City has a variety of residential suburbs such as Ballajura, Guildford and Ellenbrook; commercial areas such as the Midland and Malaga; and rural areas such as the Swan Valley, Bullsbrook and Gidegannup.The planning for such a large and diverse area is a great challenge. The existing Town Planning Scheme (TP Scheme) dates back to 1985 and although it has been the subject of a few hundred amendments, it is in need of review to enable Council to effectively deal with the rapid change and growth that will occur in the future. The review project is made up of two parts, the statutory component, which is the TP Scheme itself, and the strategic direction that provides the basis for the TPScheme documents.The TPS itself is a statutory instrument that provides Council with the authority and ‘rules’ upon which to make decisions about development proposals. In 2000 the state government introduced the Model Scheme Text a standard Town Planning Scheme text format which is to be used when preparing all new TP Schemes.The review is being approached in stages. The first stage involves reformatting the existing TP Scheme into Model Scheme Text format and preparing the strategic direction required in order to guide the content of the scheme. This work is being undertaken at the moment. The next stage will involve the preparation of precint plans for the different areas within the City, this is expected to commence in late 2001. The precint plans will enable each area to be planned to reflect its unique characteristics. This detailed planning will involved extensive community consultation and the adopted precinct plans will then be reflected in the zonings and development requirements of the reformatted Model Scheme Text TP Scheme by making appropriate amendments to the scheme. This staged approach will enable the review of a scheme, which affects such a large and diverse area to be carried out in a manageble way that is both efficient and effective.

Malaga is situated within the Ballajura Ward of the City of Swan. The Ballajura Community Advisory Committee acts as a vehicle for facilitating and improving community input and participation in the City's decision-making processes. The primary function is to enable the Ward Member for Ballajura to effectively network with a wide range of community representatives on issues of common interest and concern. The opportunity to obtain various views serves to assist Councillors to address corporate priorities and strategic issues in their respective wards.

The City of Swan has an aquatic centre in the Ballajura ward which is available to the public.
